A key requirement is the actively proctored system, which protects the training process by verifying that each trainee completes the training on their own.


What is Actively Proctored Training?

Actively proctored training refers to the use of advanced technology to monitor and verify the identity of a trainee throughout their course. The system confirms that the training is completed by the registered individual and not by someone else.


Who Needs Actively Proctored Training?

In New York City, the actively proctored requirement applies to individuals taking OSHA 30 Hour or NYC Site Safety Training (SST). This includes construction and demolition workers, supervisors, and other personnel working on job sites that fall under the jurisdiction of NYC’s Local Law 196 of 2017. The requirement verifies that all workers have genuinely completed the required training and are equipped to identify and manage job site hazards.

Is actively proctored training required throughout New York State or just in New York City?

Actively proctored training is mandated only in New York City. Outside of NYC, there is no requirement for active proctoring unless specified by local regulations.

Where to Enroll for Actively Proctored Training Online?

Workers and Supervisors can enroll in actively proctored courses at OSHA Training School to meet NYC Department of Buildings (DOB) requirements. These courses use voice-proctoring and face-recognition technology to comply with New York City's Local Law 196 of 2017 and confirm that each individual completes their training on their own.


Voice-Proctored for NYC 30 Hour OSHA Training

For the OSHA NYC 30 Hour Construction Training, a voice-proctoring system is used. Trainees are required to record their voice at the start of the course and may be asked to provide voice additional samples at random times throughout the training. These recordings are then compared to an initial voice recording to confirm that the registered individual is the one completing the training. Voice-proctoring helps prevent fraud and ensures that trainees are actively engaged with the training content.


Face Recognition for Site Safety Training (SST)

The NYC Site Safety Training (SST) courses use face recognition technology. This system requires trainees to verify their identity using a facial recognition scan at different points during the training. Face recognition confirms that the individual taking the course is the same person who registered for it.
