OSHA Training Requirements in New York City (NYC)

New York City has specific safety training rules for construction and demolition work that go beyond federal OSHA requirements. These rules were introduced to address higher risks on NYC job sites, such as high-rise construction, crowded work areas, and work performed near the public.

Anyone working at a job site covered by NYC safety regulations must complete approved training before starting work. These requirements combine OSHA Outreach Training with NYC Site Safety Training (SST) under Local Law 196 of 2017, enforced by the NYC Department of Buildings (DOB).

OSHA Training and NYC Safety Rules

OSHA Outreach Training, such as OSHA 10-Hour and OSHA 30-Hour Construction, applies across the United States and focuses on general hazard awareness. In NYC, OSHA training alone does not meet job-site requirements.

Local Law 196 adds training that focuses on fall hazards, site safety planning, supervision responsibilities, and common causes of serious injuries at NYC construction sites. Together, OSHA Outreach Training and SST form the required training standard for accessing NYC construction job sites.

When NYC Training Requirements Apply

NYC safety training rules apply to construction and demolition projects that require one or more of the following:

Most medium and large construction projects fall under these conditions. Workers on these job sites must carry a valid Site Safety (SST) card while performing work.

NYC Training Requirements for Construction Workers

40-Hour SST Worker Card

Construction and demolition workers in New York City must complete 40 hours of NYC-approved safety training to qualify for a Site Safety Training (SST) Worker Card.

The training combines OSHA Outreach courses with NYC Site Safety Training (SST) courses approved by the NYC Department of Buildings (DOB).

There are two accepted training paths to meet the 40-hour SST requirement.

OSHA 30-Hour Based Path:

Together, these courses total 40 hours and qualify workers for the Worker Site Safety Card.

Temporary SST Card

Workers who complete OSHA 10-Hour Construction first may qualify for a Temporary SST Card. This card allows access to NYC job sites while the remaining required training hours are completed within a six-month timeframe.

Workers who already have an OSHA 10 card issued within the past six months may also apply for a Temporary SST Card after enrolling in the NYC SST 30-Hour courses. All remaining training must be completed within six months to receive the 40-Hour SST Worker Card.

If the required training is not completed within this six-month period, the Temporary SST Card becomes invalid and can no longer be used for job-site access.

NYC Training Requirements for Supervisors

62-Hour SST Supervisor Card

Supervisory and safety leadership roles require additional training due to increased responsibility on NYC construction job sites. These roles include:

To qualify for the 62-Hour SST Supervisor Card, the following NYC-approved training is required:

SST Card Validity and Renewal

SST cards issued through DOB are valid for five years.

Enroll Online with an Approved Training Provider

All required courses must be completed through a DOB-approved training provider.

Online training is accepted when courses are actively proctored, which may include voice monitoring or facial recognition, depending on the course type. This process helps maintain compliance with NYC training standards.
