Introduction

Mining is one of the most hazardous industries in the U.S. A report from the Bureau of Labor Statistics (BLS) shows that mining-related fatalities increased by 21.8% between 2020 and 2021, rising from 78 to 95 deaths in that period. These numbers highlight the importance of proper safety training in protecting workers and reducing risks.

The Mine Safety and Health Administration (MSHA) requires specific training programs under 30 CFR Part 46 and Part 48. These programs are designed to help miners, contractors, and supervisors recognize hazards and respond effectively in high-risk environments.

Why MSHA Training Matters

Mining environments present serious risks such as:

  • Cave-ins and ground failures
  • Equipment hazards and machinery accidents
  • Dust exposure and respiratory illnesses
  • Explosions and electrical hazards

MSHA training helps workers

  • Understand mining regulations and safe work practices
  • Identify hazards and respond to emergencies
  • Limit accidents, injuries, and fatalities
  • Stay compliant with federal mining safety standards

Types of MSHA Training

1. MSHA Part 46 Training

Part 46 applies to surface non-metal and non-coal mines, including sand, gravel, stone, cement, and shell dredging operations. It includes:

a) New Miner Training (24 Hours):
  • Required for individuals with little or no mining experience.
  • Must be completed within the first 90 days of beginning work, with at least 4 hours before starting work.
  • Covers hazard recognition, health and safety standards, emergency procedures, and miners’ rights.

OSHA Training School provides the 8-hour online portion of Part 46 New Miner Training, while the remaining 16 hours are completed on-site with a designated trainer.

b) Annual Refresher Training (8 Hours):
  • Required every year for miners who have completed the 24 hours of Part 46 New Miner Training.
  • Includes updates on safety rules, hazard recognition, and recent incidents.

Part 46 Annual Refresher Training is offered online through OSHA Training School, helping individuals stay compliant without disrupting their schedules.

c) Task Training:
  • Required when a miner is assigned to a new task or equipment.
  • Focuses on hazards and safe operation related to that task.
d) Site-Specific Hazard Awareness Training
  • Required for contractors, visitors, or short-term workers entering mine property.
  • Covers traffic patterns, restricted areas, and emergency exits.
2. MSHA Part 48 Training

Part 48 applied to underground mines and surface areas of underground mines for coal and metal/non-metal mining:

Note: Part 48 training cannot be completed online and must be conducted in person by MSHA-approved instructor.

Conclusion

MSHA training plays an important role in protecting miners’ safety. Whether starting as a new miner or continuing as an experienced worker, completing Part 46 or Part 48 training helps control risks and maintain compliance. OSHA Training School offers online Part 46 New Miner and Annual Refresher courses designed for today’s surface mining workforce. Part 48 training, however, is not available online and must be taken in person.
